設立趣意書

　八ヶ岳南麓は日本でも数少ない素晴らしい景観と環境、気候に恵まれた山麓で、そのため多くの人々がその静かで美しい環境を求めて都会から移住し、昔から父祖伝来の土地・家屋を守り続け今を生きている在の皆さんと交流を深め、それぞれの人生を愉しんでいます。それはちょうど、地方の人々のお子さん達が都会に出て、やがてその地に馴染み根付き、故郷としていく様子とよく似ています。日本の中でも珍しいほどの美しい地域であるこの地に八ケ岳横断の自動車道新ルート構想が突然、明らかになりました。
　２０１２年１１月、長坂インター近くから大泉町西井出、高根町村山北割、須玉町海岸寺を通り、津金方面から清里に向かう八ヶ岳南麓を横断する新ルートが国土交通省から発表されました。これまで、八ヶ岳南麓の皆さんが必死で守ってきた自然豊かで美しい八ヶ岳が大きく破壊されようとしています。国交省による住民アンケートでも５０パーセント以上の北杜市民が、国道１４１号の拡充整備を求めているにも関わらず、八ケ岳南麓を東西に横断するルートを設定してきました。多くの北杜市民がこれまでの南麓ルート計画に反対してきましたが、そのルートとほんのわずか離れた地域を狙い撃ちしてきたのが、今回の新ルートです。同じ南麓ルートであることには、なんの変わりもなく、国交省による八ヶ岳の破壊の構想は同じです。
　南麓で生活をする私達は、この暴挙を許すことはできません。八ヶ岳の自然環境を守り、騒音や排気ガスにまみれた地にしないために、反対の声を上げたいと思います。また、住民が参加できる民主的な手続きによる意思決定を前提にして、地域の活力をより大きくするため、国道１４１号の改良を強く求めます。皆さんのご協力と反対運動への参加を強く呼びかけます。

Society of Residents along the NewRoute of Chubu-Odan Expressway at the Southern Foot ofYatsugatake Mountain

The southern foot of Yatsugatake Mountains in Yamanashi prefecture, Japan is a world renownedarea of outstanding natural beauty under threat！

In November 2012, a project to construct a new expressway, crossing the beautiful YatsugatakeMountains, was unveiled by the Ministry of Land, Infrastructure, Transport and Tourism.

The new route of the expressway is planned to commence near Nagasaka Interchange and runthrough Nishiide inOizumi-machi , Murayama Kitawari in Takane-cho, and kaiganji in Sutama-cho,towards Kiyosato.The route crosses the southern foot of the Yatsugatake Mountains.People wholive in this area have made desperate efforts to protect the beautiful Yatsugatake Mountains,because such a construction project would be devastating.

The survey which the ministry carried out among residents shows that more than 50 percent ofthem want theNational Route 141 to be expanded and properly maintained.Nevertheless, theministry still set the route to cross the southern foot of the Yatsugatake Mountains.

Many residents in Hokuto City opposed construction of this original southern foot route, as aresult, the ministry gave a smallrevision and prepared a new route.However, it still covers thesouthern foot and destroys the YatsugatakeMountains.

We who live here at the southern foot cannot allow this reckless act and vigorously oppose theplan.We will protect the natural environment ofthe Yatsugatake and never allow it be a place full ofnoise and pollution.

In addition, we strongly support the request to improve the National Route 141 in order to improveaccessibility to the region, and we call upon the decision making to be done in a respectful,democratic and participatory manner
